The Tribunal is the main quasi-judicial institution in Canada's trade remedies system and has authority to: inquire into whether dumped or subsidized imports have caused, or are threatening to cause, injury to a domestic industry; inquire into complaints by potential suppliers concerning procurement by the federal government that is covered by the North American Free Trade Agreement (NAFTA), the Agreement on Internal Trade (AIT), the World Trade Organization (WTO) Agreement on Government Procurement (AGP) and the Canada-Chile Free Trade Agreement (CCFTA), or any other applicable trade agreement; hear appeals of decisions of the Canada Border Services Agency (CBSA) made under the Customs Act and the Special Import Measures Act (SIMA) and of the Minister of National Revenue (the Minister) under the Excise Tax Act; inquire into and provide advice on such economic, trade and tariff issues as are referred to the Tribunal by the Governor in Council or the Minister of Finance; investigate requests from Canadian producers for tariff relief on imported textile inputs that they use in their production operations and to make recommendations to the Minister of Finance on the requests; and inquire into complaints by domestic producers that increased imports are causing, or threatening to cause, injury to domestic producers and, as directed, make recommendations to the Government on an appropriate remedy. Appeals The Tribunal hears appeals from decisions of the President of the CBSA under the Customs Act and SIMA and of the Minister under the Excise Tax Act. The Tribunal hears appeals relating to the tariff classification and value for duty of goods imported into Canada and relating to the origin of goods imported from the United States, Mexico and Chile under the Customs Act. The Tribunal also hears and decides appeals concerning the application, to imported goods, of a Tribunal finding or order concerning dumping or subsidizing and the normal value or exported price or subsidy of imported goods under SIMA. Under the Excise Tax Act, a person may appeal to the Tribunal the decision of the Minister about an assessment or determination of federal sales tax or excise tax. Dumping and Subsidizing The determination of dumping and subsidizing is the responsibility of the CBSA. The Tribunal determines whether such dumping or subsidizing has caused material injury or retardation or is threatening to cause material injury to a domestic industry. Under this jurisdiction, the Tribunal is responsible for the following activities: preliminary injury inquiries, final injury inquiries, interim and expiry reviews, and public interest inquiries. Procurement Suppliers may challenge federal government procurement decisions that they believe have not been made in accordance with the requirements of the following: NAFTA, the AIT, the WTO AGP and the CCFTA, or any other applicable trade agreement. Any potential suppliers who believe that they may have been unfairly treated during the solicitation or evaluation of bids, or in the awarding of contracts on a designated procurement, may lodge a formal complaint with the Tribunal. References The Canadian International Trade Tribunal Act contains broad provisions under which the Government or the Minister of Finance may ask the Tribunal to conduct an inquiry on any economic, trade, tariff or commercial matter. In an inquiry, the Tribunal acts in an advisory capacity, with powers to conduct research, receive submissions and representations, find facts, hold public hearings and report, with recommendations as required, to the Government or the Minister of Finance. Safeguards One of the responsibilities of the Tribunal is to conduct inquiries to determine if Canadian producers are being seriously injured by increased imports of goods into Canada. The Tribunal may initiate import safeguard inquiries following a complaint by domestic producers. The Government may also direct the Tribunal to conduct import safeguard inquiries. Pursuant to an inquiry where the Tribunal determines that increased imports of the goods have caused, or are threatening to cause, serious injury to Canadian producers of like or directly competitive goods, the Government may apply import safeguard measures to assist those domestic producers. Textiles Pursuant to a reference from the Minister of Finance, the Tribunal was directed to investigate requests from domestic producers for tariff relief on imported textile inputs for use in their manufacturing operations and to make recommendations in respect of those requests to the Minister of Finance.

Now in our 5th decade, the Electronic Funds Transfer Association is a professional association dedicated to the advancement of electronic payments and commerce. Our objective is to inform debate over the consumer, business and policy aspects of new and existing payments technology. The Caribbean Community (CARICOM) Secretariat continues its drive toward establishing an integrated and single CARICOM Single Market and Economy (CSME) Public Procurement Regime. A week-long train- the-trainers workshop began on Monday, September 19 at the Secretariat’s CSME Unit in Barbados. The workshop’s aim is to train procurement specialists on the instruments that make up such a regime. Representatives from Antigua and Barbuda, Barbados, Dominica, Montserrat, St. Kitts and Nevis and Saint Lucia are attending this week’s training. This is part of a consultancy that is facilitated under the 10th European Development Fund CSME Economic Integration Programme. Fourteen CARICOM Member States are targeted under the training exercise and the first series took place in Jamaica from July to August, 2016. The instruments that constitute the CSME Public Procurement Regime include: the Framework Regional Integration Policy (FRIP) on Public Procurement; the Draft CSME Policy on Public Procurement; the Draft CARICOM Model Bill for implementing the provisions of the Protocol; Procurement Standard Operating Procedures (PSOPs); Standard Bidding Documents (SBDs); and the Community Public Procurement Notice Board (CPPNB) which is in its early stages. Apart from procurement specialists, procuring entities, bidders, suppliers and other stakeholders will also be sensitized to these instruments next week from September 26- 29 in Barbados. The training workshops in Member States are facilitated by Eurosupport – Fineurop Support srl, the consulting firm contracted to undertake the implementation of the project, ‘Development and Implementation of the Infrastructure and Instruments for an Integrated CSME Public Procurement Regime’.

La Comunidad Andina está conformada por Órganos e Instituciones que están articuladas en el Sistema Andino de Integración, más conocido como el SAI. Este Sistema hace que la CAN funcione casi como lo hace un Estado. Es decir, cada una de estas instancias tiene su rol y cumple funciones específicas, por ejemplo: el Consejo Presidencial Andino, conformado por los Presidentes de Bolivia, Colombia, Ecuador y Perú, está a cargo de la dirección política de la CAN; el Consejo Andino de Ministros de Relaciones Exteriores formula la política exterior de los países andinos en asuntos relacionados con la integración y, de ser necesario, coordinan posiciones conjuntas en foros o negociaciones internacionales; la Comisión, conformada por delegados plenipotenciarios, o con plenos poderes, se encargan de formular, ejecutar y evaluar la política de integración en temas de comercio e inversiones y generan normas que son obligatorio cumplimiento para los 4 países. La CAN cuenta con una Secretaría General que administra y coordina el proceso de integración y el Tribunal Andino de Justicia es la entidad que controla la legalidad de los actos de todos los Órganos e Instituciones y dirime las controversias existentes entre países, entre ciudadanos o entre países y ciudadanos cuando se incumplen los acuerdos asumidos en el marco de la Comunidad Andina. El Parlamento Andino, conformado por 20 Parlamentarios elegidos por voto popular -5 por cada País Miembro- , es la instancia que representa al Pueblo; es decir, a los Ciudadanos Andinos en general. Aquí se delibera sobre la integración andina y se proponen acciones normativas que fortalezcan la integración. Asimismo, son parte del SAI las instancias consultivas de la Sociedad Civil, como el de los Pueblos Indígenas, de los Trabajadores y de los Empresarios. La Universidad Andina Simón Bolívar, con varias sedes en la región, es la entidad educativa. Y, los organismos financieros son la Corporación Andina de Fomento y el Fondo Latinoamericano de Reservas. Integración Integral La Integración Integral es el nuevo y vigente paradigma de la integración andina. Constituye una respuesta al actual contexto internacional, caracterizado por la existencia de modelos de desarrollo diversos, apertura a un mundo multipolar, y el dinamismo de nuevos actores, temas y lógicas organizativas. El año 2007, en la Cumbre Presidencial de Tarija, los Jefes de Estado de los países andinos expresaron su convencimiento de que es necesario "desarrollar y profundizar el proceso de integración de la Comunidad Andina tomando en cuenta, en forma más efectiva, las visiones y enfoques de los Países Miembros, con el objetivo de lograr una unidad en la diversidad al servicio del vivir bien de nuestros pueblos y en armonía con la naturaleza". Para ello, manifestaron su voluntad de "forjar una integración integral más equilibrada entre los aspectos sociales, culturales, económicos, ambientales y comerciales". Nuestros Objetivos Promover el desarrollo equilibrado y armónico de los Países Miembros en condiciones de equidad, mediante la integración y la cooperación económica y social. The International Council of Societies of Industrial Design (Icsid), is an international non-governmental organization that promotes the profession of industrial design and its ability to generate better products, systems, services, and experiences; better business and industry; and ultimately a better environment and society. From 12 founding professional design associations in 1957, Icsid has grown to include over 140 member organizations from 40 nations, engaging them in collaborative efforts and providing them with the opportunity to be heard internationally. Icsid members approved a motion at the last general assembly in October 2015 to renew the vision and mission and to change the name of the organization to World Design Organization (WDO). A new visual identity will be unveiled on 29 June for World Industrial Design Day 2016, and the new name will take effect on 1 January 2017 as we launch our 60th anniversary celebrations. Icsid has United Nations Special Consultative Status.

Having initially signed a Memorandum of Understanding (MOU) with the Customs Co-operation Council in 1993, the IFCBA signed a new MOU with the World Customs Organization in June 2010. La Comisión Económica para América Latina (CEPAL) fue establecida por la resolución 106 (VI) del Consejo Económico y Social, del 25 de febrero de 1948, y comenzó a funcionar ese mismo año. En su resolución 1984/67, del 27 de julio de 1984, el Consejo decidió que la Comisión pasara a llamarse Comisión Económica para América Latina y el Caribe. La CEPAL es una de las cinco comisiones regionales de las Naciones Unidas y su sede está en Santiago de Chile. Se fundó para contribuir al desarrollo económico de América Latina, coordinar las acciones encaminadas a su promoción y reforzar las relaciones económicas de los países entre sí y con las demás naciones del mundo. Posteriormente, su labor se amplió a los países del Caribe y se incorporó el objetivo de promover el desarrollo social. A partir de estos lineamientos de política pública, se actualizaron la misión y los objetivos institucionales, incorporando nuevos elementos para orientar a la organización hacia una mayor contribución al desarrollo económico, con énfasis en mejorar la productividad empresarial. De esta forma, la Misión Institucional, que refleja su razón de ser, será la siguiente: “Contribuir al desarrollo económico del país a través de facilitar el acceso de las micro, pequeñas y medianas empresas (Mipymes), emprendedores y proyectos de inversión prioritarios, al financiamiento y otros servicios de desarrollo empresarial, así como contribuir a la formación de mercados financieros y fungir como fiduciario y agente financiero del Gobierno Federal, que permita impulsar la innovación, mejorar la productividad, la competitividad, la generación de empleos y el crecimiento regional”. En congruencia con lo anteriormente planteado, se definieron los siguientes Objetivos y Metas: Objetivo 1: Ampliar el acceso al financiamiento en mejores condiciones (más crédito y más barato), así como a otros servicios empresariales a las Mipymes y emprendedores, con un enfoque orientado a mejorar su productividad: el otorgamiento de crédito y garantías (flujo de recursos) para el año 2014 se incrementará 10% nominal y se estima destinar el 85% a las Mipymes.

En la sesión inicial estuvieron el Gobernador de Nuevo León, Jiame Rodríguez Calderón, y el CEO de LatinFinance, Taimur Ahmad.

La Canciller Claudia Ruiz Massieu se reunió con los Cancilleres de 14 países del Caribe de habla inglesa y francesa, a fin de revisar el estado que guarda la relación de México con esa región. La Secretaria Ruiz Massieu reiteró la disposición de México por seguir fortaleciendo los vínculos de cooperación en sectores estratégicos con los países del Caribe anglófono y enfatizó los logros alcanzados en los últimos años. Se presentaron también los avances de las iniciativas de cooperación que México impulsó durante la VI Cumbre de Jefes de Estado y Gobierno de la Asociación de Estados del Caribe (AEC) y en la III Cumbre México-CARICOM, ambas celebradas en Mérida, Yucatán, en abril de 2014.
